Second Annual School District Factbook
The Factbook was designed for use by state policymakers, especially state legislators. It includes maps of the school districts in each legislative district as well as information on each school district including recent budget results, spending per pupil, state operating and building aid, and the percentage of each school district’s area that is included in each legislative district. New this year are data for each school district on outstanding Gap Elimination Adjustment (GEA) reductions and Foundation Aid still due to fully implement the Foundation Formula enacted in 2007.
Statewide data shows that school spending and taxation continue to be low. Proposed spending for school year 2014-15 was $57.9 billion, a 2.8 percent increase from the year before. Proposed tax levy was $20.6 billion, a 1.7 percent increase from the year before. School districts levied almost $79 million less than the maximum allowable under the Tax Cap law.
Student enrollment for school year 2013-14 continued a steady pattern of decline at 2,683,570 students, .8 percent less than the year before. Average spending per student statewide was $21,559.
School districts will receive $21.8 billion in state school aid for 2014-15, including $2.8 billion for school construction. The 2014-15 enacted state budget resulted in $1.04 billion in Gap Elimination Adjustment reductions imposed on school districts and $4.7 billion in Foundation Aid still due to school districts to provide the resources needed for a sound basic education, according to the law enacted in 2007.
Data Sources include data supporting the 2014-15 New York State Enacted Budget, NYSED Budget Vote Data for 2014, Tax Cap data from the Office of the State Comptroller (as of 11/17/14), Annual Financial Report Data (ST3) for 2013-14, and budget data taken from district websites for New York City, Rochester, Syracuse, Buffalo and Yonkers.
