The New York State School Business Management Institute

The New York State School Business Management Institute takes NYSASBO’s professional development programming to new heights to meet the challenges of school business management in New York State. Through workshops and other professional development opportunities, the Institute supports school business professionals who work tirelessly for the benefit of students and communities. The Institute’s comprehensive program of professional development for these dedicated individuals helps to ensure the effective and ethical management of educational resources in school districts across New York State.

Continuing education through the Institute is organized according to all the school business management professional standard areas as defined by the Association of School Business Officials International. As a result, the Institute offers a complete and enriching professional development experience for all who participate. For those who must meet the requirements of the State Education Department’s School District Business Leader (SDBL) certificate, participation in the Institute’s program is also an efficient and effective way of receiving all the hours of continuing education required to maintain your state certification.

The Professional Standard Areas

The Educational Enterprise includes programs on organization and administration, standards and ethics, public policy and intergovernmental relations, and the legal framework of public school districts.

Financial Resource Management includes programs on school finance, budgeting, financial planning, accounting, auditing, financial reporting, cash management, investments, and debt management.

Human Resource Management includes programs on administration and monitoring of personnel, benefits, professional development, labor relations, employment agreements, and the fostering of good human relations.

Facility Management includes programs on physical plant planning, accountability for capital resources, administration of the substantial public investment in school buildings, and environmental issues.

Property Acquisition and Management includes programs on systemic purchasing systems, effective, efficient and proper placement of property, materials, equipment, and services, and abiding by appropriate laws and ethical practices.

Information Management includes programs on the prerequisite competencies to direct, protect, analyze, and update information, oversee technical data, and present and articulate information.

Support Services include programs on transportation of students, food service and nutrition issues, funding issues, and safety and security issues.

Institute Faculty

Under the direction of NYSASBO’s Director of Professional Development, each professional standard area has a team of individuals dedicated to developing and giving quality presentations on the competencies within their standard area. Institute Certificate Programs

The Institute offers a number of certificate programs to meet the varied needs of school business professionals in New York State. To receive a certificate, enrollment in the Institute is required, and Institute enrollees must meet all certificate requirements within five years of their enrollment date.

Institute Enrollment

Individuals wishing to enroll must complete the enrollment form and sign an attestation that they have read NYSASBO’s Code of Ethics and Professional Conduct. There is no enrollment fee for NYSASBO members. There is a $150 enrollment fee for non-members for Institute administrative services including printed transcripts, transcript reviews, and professional development planning tools and services. Workshop fees are separate and are not covered by the enrollment fee. Institute enrollment is not required for those wishing to attend workshops and are not pursuing a certificate.

Institute participants are considered officially enrolled on the date NYSASBO receives their enrollment form. Only training completed in the five years immediately following the enrollment date can be applied to the requirements of a certificate program. After five years, re-enrollment is required and a new enrollment date is assigned. Download the Enrollment Form or Enroll On-Line.

Certificates

School Business Certificate

Institute enrollees who wish to satisfy the New York State School District Business Leader (SDBL) continuing education requirement, while having the most flexibility in selecting training hours, can elect to pursue the Institute School Business Certificate. Alone, this certificate will mean an enrollee has received 175 hours of continuing education in five years. Enrollees who would like to have a more targeted professional development plan while meeting the SDBL continuing education requirement may choose to pursue a combination of other Institute certificates.

Requirements: Completion of 175 hours of Institute training with a minimum of 6 hours in each standard area.

Management Fundamentals Certificate

Keeping abreast of all that is new and necessary to know when you are in the field of school business management can be a challenge. The Institute’s Management Fundamentals Certificate program is designed for enrollees who want to meet this challenge with training across all standard areas while meeting the State Education Department staff from the offices most closely related to school business management functions at the Fall School Business Management Workshop.

Requirements: Completion of a total of 90 hours of Institute training to include attendance at the New School Business Official Workshop, and a minimum of 6 hours of training in each standard area.

Professional Standard Certificates

Institute enrollees who would like to explore a standard area in depth can seek a Professional Standard Certificate. The Institute offers one of these certificates for each of the seven standard areas. Within five years, enrollees may pursue multiple Professional Standard Certificates either concurrently or consecutively.

Requirements: Completion of 60 hours of Institute training to include a minimum of 18 hours of training in the enrollee’s selected standard area.

Leadership Certificate

The Institute offers a highly intensive Leadership Certificate program for experienced school business professionals who would like to demonstrate that they have received training in the skills necessary to be a leader in their profession. With Institute training that combines the standard areas critical to educational leaders with attendance at the School Business Official Leadership Academy, the Leadership Certificate program will be for many enrollees one of the highest points in their professional development.

Requirements: Graduation from the School Business Official Leadership Academy and completion of 60 hours of Institute training to include a minimum of 6 hours in the Educational Enterprise standard area, a minimum of 6 hours in the Human Resources standard area.

Professional Registration Certificate

The Institute offers an opportunity for enrollees to apply for and maintain a professional registration. Professional registration provides a recognized standard of competence and professional commitment for school business administrators, officials and office specialists regardless of New York State Education Department certification status. There are three types of registration:

New York State Registered School Business Administrator (NYSRSBA) for those holding at least a Masters Degree from an accredited institution and having four years experience, during the last five years, in one school district. They must have administrative responsibility in at least six areas of specialization* as a chief business officer;

New York State Registered School Business Official (NYSRSBO) for those holding at least a Bachelors Degree from an accredited institution and having four years experience, during the last five years, in one school district. They must have system wide administrative and/or supervisory responsibility in at least three areas of specialization*; and

New York State Registered School Business Office Specialist (NYSRSBOS) for those having four years experience, during the last five years, in one school district. They must have system wide administrative and/or supervisory responsibility in at least one area of specialization*.

*Professional Registration Certificate areas of specialization include:

Those interested in applying for a professional registration for the first time must be active members of NYSASBO and be enrollees in the Institute. They also must submit their employing governing board’s approved job description for their position and the approved administrative organization chart. The applicant must also submit their Chief School Administrator’s attestation that the applicant is either the chief business officer, a business official or a specialist in the school district; that the applicant has administrative and/or supervisory responsibility in the minimum number of areas of specialization; that the applicant is known to possess a high degree of character and integrity, and has demonstrated competence and proficiency in their assignments and responsibilities. If the signature of the chief school administrator, or Board of Education President cannot be obtained, the applicant should submit his/her materials with an explanation of the circumstances. For individuals seeking the NYSRSBA or NYSRSBO, a copy of the diploma and/or other official documentation from an accredited college or university should also be submitted to demonstrate receipt of a Masters or Bachelors degree.

Requirements for Maintaining a Professional Registration Certificate:

Once their Professional Registration is granted, Institute enrollees must meet the minimum requirements for maintaining their registration. These requirements are:

  • Continuous NYSASBO membership, and

  • 60 hours of Institute training, with a minimum of 2 hours in each standard area, within five years of enrollment date (unless retired). Re-enrollment is required every five years.

Summer Business Management Workshop Strand Certificates

Through NYSASBO’s Summer Business Management Workshop, the Institute offers an opportunity for enrollees to receive certificates for training within several functional areas of the business office. These functional areas, or strands, include the following:

  • SBO Fiscal

  • Critical Issues

  • Payroll Clerk

  • District Clerk

  • District Treasurer

Requirements: Attendance at 4 regular sessions of the enrollee’s selected strand at each of 3 Summer Business Management Workshops within the 5 year enrollment period.

Institute Transcripts and Receipt of Certificates

NYSASBO provides transcripts of Institute training hours to all enrollees to assist them with monitoring their progress toward earning an Institute certificate. Enrollees can access their transcripts on-line at www.nysasbo.org. Enrollees may also submit a written request for a hard copy of their transcript to be mailed either to themselves or a third party. Transcripts are mailed with the signature of a NYSASBO staff member across the sealed portion of the envelope.

Institute enrollees who believe they have met the requirements for an Institute certificate should notify NYSASBO that they would like a transcript review. NYSASBO will review a transcript within 30 days of receipt of the request. If the transcript review indicates successful completion of a certificate program, NYSASBO will mail a certificate to the enrollee at the address on file. However, if the transcript review indicates that requirements for a certificate have not been met, NYSASBO will send written notification to the enrollee with an explanation.

While these services are included with enrollment in the New York State School Business Management Institute, NYSASBO reserves the right to charge an administrative fee for printing and mailing transcripts and certificates, or for reviewing transcripts, if at its sole discretion, NYSASBO considers a request to be excessive. NYSASBO will notify enrollees of any applicable fees prior to providing a requested service.

Institute Professional Development

On-Line Programs and Workshops

The Institute offers training hours primarily through on-line programs and face-to-face workshops offered every fall and spring. The Institute's on-line programs and workshops have been developed so that all the major professional competencies within each standard area are covered over a five year period. Enrollees are encouraged to review the information in the Institute brochure as they plan their future professional development. View the current five-year program summary.

By late July and late January, NYSASBO will publish the schedule of Institute workshops and open registration for the upcoming semester. These schedules will include descriptions, presenters, dates, locations, and registration fees for each workshop offered at the time. In terms of the training hours for workshops, enrollees can anticipate the following in each semester schedule:

  • 3 hours of training is a 1/2 day workshop OR a 1 week on-line program

  • 6 hours of training is a 1 day workshop OR a 2 week on-line program

  • 9 hours of training is a 11/2 day workshop OR a 3 week on-line program

  • 12 hours of training is a 2 day workshop OR a 4 week on-line program

Please note that these time frames are subject to change and only provide a general idea of what one can expect.

Registration for on-line programs/workshops is open to both Institute enrollees and non-enrollees, but only enrollees can earn hours towards a certificate for the on-line programs/workshops they attend. Both enrollees and non-enrollees who cancel a registration three or more business days prior to the start date of the on-line program/workshop will receive a refund minus a $25 administrative fees. There is no refund for cancellations less than three business days prior to the start date of an on-line program/workshop.

The NYSASBO Annual Conference

Offered every June, NYSASBO’s Annual Conference offers a number of sessions on school business management. All Institute enrollees can earn training hours applicable to a certificate by attending NYSASBO Annual Conference sessions. The conference program will include information on the number of hours and the applicable professional standard area for each session.

The Summer Business Management Workshop

Addressing the needs of school business officials, clerks, treasurers and payroll personnel, the Summer Business Management Workshop (SBMW) is offered in July and enables personnel to learn new material, reinforce prior learning, gain the latest information in their work area and network with their colleagues and experts in the field. SBMW is divided into five strands:

  • SBO Fiscal

  • Critical Issues

  • Payroll/Personnel

  • District Clerk

  • District Treasurer

All Institute enrollees can earn training hours applicable to a certificate by attending SBMW sessions. The SBMW program will include information on the number of hours and the applicable professional standard area for each session.

The School Business Official Leadership Academy

The SBO Leadership Academy is an intensive program designed to develop and enhance the leadership skills of practicing school business officials. With sessions held in relaxed and professional settings, the Academy is geared toward the experienced SBO who is technically proficient and wishes to become a true educational leader. Graduation from the SBO Leadership Academy is required for Institute enrollees seeking the Leadership Certificate.

The Fall School Business Management Workshop

This workshop, offered every fall, is designed for School Business Officials to get on and stay on the right track to maximize their effectiveness and success. Attendees will receive in-service training on important career topics including enhancing leadership skills, establishing and maintaining a positive working relationship with their Superintendent, and time management skills. There are also presentations from State Education Department staff from the offices most closely related to school business management functions: Budget and Purchasing, Internal Controls and Extra-Classroom Activity Accounts, Facilities Planning, Child Nutrition, Transportation, BOCES, State Aid, Medicaid Reimbursement and STAC and Special Aid.

Financial Management, Auditing and Accounting Workshop

This workshop, offered every spring and provided in cooperation with the State Education Department, the Office of the State Comptroller, and members of the Public Schools Committee of the NYS Society of CPA’s, is designed to keep both School Business Officials and auditors of public schools up-to-date on issues affecting the financial operations and reporting requirements of public schools in New York State.

Webinars

Periodically, NYSASBO will offer webinars on various topics of interest to school business management professionals. Accessible by phone and the internet, these “hot topic” webinars are an excellent opportunity for Institute enrollees to supplement the number of training hours they need to receive a certificate. When webinars are offered, the applicable professional standard area(s) and the number of available training hours will be noted in the webinar description. Webinars may not necessarily be listed in the fall and spring workshop brochures.

Chapter Share Workshops

From time to time, NYSASBO will work in cooperation with chapters to provide workshops of interest to members at a local level. The Institute will accept hours earned through training at these workshops when they meet Institute standards.

ASBO International Events

The Institute will accept hours earned through training provided by ASBO International. Institute enrollees seeking credit through ASBO International events must submit a request for training credit and proof of registration before credit will be approved.
