This year’s Annual Conference has some great programs with topics ranging from “Managing a Capital Project from Voter Approval to Completion” and “Lessons Learned from Year one of the NYS Tax Cap Law” to “Negotiating in Tough Economic Times” and “Best Practices in School Financial Management”.

Speakers at the Annual Conference include Ken Slentz, Deputy Commissioner for K-12, Robert Megna, NYS Budget Director, among many other interesting speakers, including keynoter Susan Conners. The Annual Conference also qualifies for 14 CPE credits.

NYSASBO is establishing two temporary Task Forces to develop study guides for the School District Business Leader (SDBL) certification exam and the Civil Service exam for school business official titles. Each task force is expected to meet 4 times in person and perhaps twice by phone over the next 6 months to develop the study guides for each exam. Each task force member will be paid a $100 stipend per meeting plus travel expenses (mileage,tolls).

ALBANY, NY (05/18/2012)(readMedia)-- Pyrrhic Victories in School Budget Votes

The official statewide school budget results are in and 96.1%, or 654, passed. These results are slightly better than previous years, since the start of the national recession in 2008, where the average passage rate over the past four years has been 93.83%.

"These numbers demonstrate that although the tax cap had a negative impact on school budgets and tax levies, it had minimal impact on the budget passage rate," stated Michael J. Borges, NYSASBO Executive Director.

Registrations are now being accepted in the online store for the 43rd Annual Summer Business Management Workshop to be held in Albany, July 15-18, 2012. Addressing the needs of school business officials, clerks, treasurers and payroll / personnel staff of the district, as well as the new strand addressing the specific needs of BOCES members, the following strands will be offered for enrichment during this summer's workshop:

NYSASBO has four Director seats up for election along with the position for President-Elect. NYSASBO has received petitions for office from the following five candidates for Director: Lyn Derway, Jim Fregelette, Michele Levings, Anthony Sonnacchio, and Sheila Tufankjian. The candidate for President-Elect will be Victor Manuel, currently an NYSASBO Director. For more information about all of these great candidates, please see their biographical information below.

The NYSASBO Treasurer Steering Committee has announced their regional workshops, titled Cash Flow & Fund Balance Projections. The four regional workshops are scheduled throughout the month of May. As in the past, the workshop fee will be $20. The workshops will focus on the following topics:

  • How to make data relevant for your business official
  • Best practices for monitoring
  • When to file documents for RANS/TANS
  • Using Gen. Output reports as a tool for cash flow
  • Reserve Authorizations – When, Why, Where

NYSASBO has developed a simple question and answer sheet for you to reference when asked many of the questions tax payers have with regards to the "Tax Cap." The publication is titled "Understanding Your District’s Proposed Budget Under the New Tax Levy Legislation." NYSASBO hopes this will help you answer the most common questions you may receive regarding the new legislation as a business official.

NYSASBO will host a free webinar today, Thursday, April 5th from 3:00-4:00 pm. Deborah Cunningham, from SED, will answer your questions about the Final SED Guidance on the Property Tax Levy Cap Limit. This webinar is Question & Answer only, there will not be a presentation. All of the issues related to asking the presenter questions live have been resolved from the last webinar.
